Piles in villages do not generate on Superflat worlds with 4 layers or fewer

The Bug

Piles in villages never generate if they try to generate on a Superflat world with less than 5 layers, which is used by Classic Flat preset.

This also affects pumpkin and ice piles on different biomes, provided that the Superflat world has less than 5 layers.

Steps to Reproduce

  1. Create a world in Superflat type, leave the default settings like that.

  2. Find a village.

  3. Notice that no hay bale piles generate in the generated village.

  4. Recreate the world, and set the number of dirt layers to 3 (this makes the total layers 5).

  5. Locate a village.

  6. Notice that hay bale piles are present in the generated village.

Expected Result

Piles in villages generate regardless of the number of layers in the superflat preset.

Actual Result

If the number of layers in the superflat preset is below 5, piles do not generate.
