If you fall from a height in Survival mode and switch to Creative mode using command /gamemode or using F3+F4, fly mode will not enable, but if you select Creative mode while flying through the «World Settings» and the world is not open to LAN, then fly mode will enable after resuming the game. Reproduce:
The world should not be open to LAN if it is open, then disable the multiplayer.
Switch to Survival mode and start falling from a height.
During the fall, switch to Creative mode with the command /gamerule creative
Fly mode will not enable.
Repeat the fall in Survival mode and switch to Creative mode using F3+F4 while flying.
Fly mode is also not activated.
Fall in Survival mode and switch to Creative mode during flight, but now through the «World Settings». Switch the «Game Mode» to «Creative». Resume the game.
You will switch to fly mode.

After consideration, the issue is being closed as Won't Fix.
Please note that this is not the same as Working as Intended, as this bug report correctly describes behavior in the game that might not be the intended or desirable behavior, but it will not be fixed right now. Sometimes, this is because the issue reported is minor and/or impossible to change without large architectural changes to the code base.
