[MC-309953] Cannot attach leads to tamed wolves without making them sit down

When trying to attach leads to tamed wolves, it makes them sit rather than attach the leads. And vice versa for when they are sat down. Temporary fix has been to move the leads out of the hotbar and back in which sort of fixes the issue.

Not that I can replicate. This may be a server issue as this happened on a vanilla multiplayer server. I tried replicating this bug in a singleplayer world and failed. I apologise if this is either an unfixable bug (due to external server issues) or the issue is too vague/irreplicable to consider.
