Using a Nether portal in Spectator mode while spectating an entity now causes the player to stop spectating when the other side is not generated

1. Create a world and build a nether portal

2. Change your game mode to Spectator mode, spectate a mob and right click the portal

3. When the ‘Unable to teleport. The other side is not generated yet’ message appears, the player is forcibly get out of the entity

This issue did not appear in 26.3 snapshot 6.
