[MC-310755] The locate command always teleports me underground at the teleport destination.

I tried using locate to teleport to the village, but it always ends up sending me underground in the village.

This is intended, no? The /tp command the game auto-fills used the ~ y-coordinate, so they were teleported to the same y-level.
