[MC-31077] Mobs won't burn

I was exploring around when I noticed mobs like skeletons and zombies not burning.

1. Find/Spawn a zombie or skeleton
2. make sure its day

Edit: I think it was raining, but since it was a savanna, I couldn't see it or hear it.

Then maybe it was raining at the time, I was surrounded by alot of the savanna/desert, but that would mean a different bug 😛
but yet again, even if its that, then it would be a duplicate.
