This occurs only on processors where animated textures are displayed incorrectly or not at all. To reproduce the problem on the latest version 26.3 Snapshot 7 requires:

Run version 26.3 of Snapshot 7, enable the resource pack and load the world to watch the rendering of the game. You can pay attention to the fact that water in large quantities flickers in the creative when flying, and if you disable, everything will completely break and the GUI will not even be visible.
