Border piston stair becomes unbreakable

Short description of the issue:
When a wool stair is placed at the world border and pushed by a sticky piston in the opposite direction, the piston extends and retracts normally, but the stair block becomes unbreakable in both Survival and Creative mode, while its collision box remains present.

Steps to reproduce the issue:

1. Travel to the world border (near X/Z ±29999982) in a vanilla Minecraft Java Edition world.

2. Place a wool stair block in its default orientation (facing south).

3. Place a sticky piston adjacent to the stair, facing toward it.

4. Place a second wool stair block behind the sticky piston, but facing the opposite direction (e.g., facing north).

5. Activate the sticky piston to push the first stair.

6. Deactivate the piston to retract it.

7. Attempt to break the original wool stair block (the one that was pushed) with any tool or in Creative mode.

Expected result:
The wool stair block should be breakable and drop as an item (or be instantly removed in Creative mode). The collision box should disappear along with the block.

Actual result:
The wool stair block becomes completely unbreakable. It does not drop any item in Survival, and cannot be removed in Creative. However, its collision box remains active, blocking player movement and line of sight. The block persists through relogging and chunk reloading. No error messages appear in the game log.
