I have attached three screenshots showing the issue. The screenshot from 1.21.10 looks what I consider to be normal, whereas starting with 1.21.11 the textures of leaves from Programmer Art begun to render differently, almost like their mipmap level has been lowered. At first I thought that the issue is caused by texture filtering so I tried disabling it, but that did not turn out to be the cause. I then assumed, due to the fact that 1.21.11 changed some things regarding the rendering of leaves, that non fully transparent/opaque pixels with weird values such as 1/255 or 254/255 were causing this. Unfortunately, even after manually adjusting the textures of leaves to only have opacity values of either 0 or 255 the issue persisted and nothing changed. Tweaking the leaves.png.mcmeta files did nothing as well. I have no idea what causes this and would really like to at least know how to fix this on my own, if possible.

After some research I believe I have found the most likely cause of this. According to the 1.21.11 changelog previously, a number of cutout textures, such as vines, rails and various foliage, didn't get mipmaps. 1.21.11 now applies mipmaps to essentially all block textures when mipmapping is enabled
The problem is you cant disable mipmaps with a resource pack, so fixing this is problematic
