Chorus fruit teleport can still target powder snow after MC-106416 fix

Despite MC-106416 being marked as fixed (which added powder snow to the #dangerous_for_teleportation tag), players eating chorus fruit can still teleport directly into powder snow blocks. This issue occurs in both Creative and Survival modes, although it appears more frequently in Creative. The behavior was observed in a superflat singleplayer world. Teleporting into powder snow deals freezing damage and leaves the player stuck inside the block.

Steps to Reproduce:

1. Create a superflat world.

2. Place a layer of powder snow blocks on the ground.

3. Give yourself a chorus fruit (/give @s chorus_fruit).

4. Stand near the powder snow and eat the fruit repeatedly.

5. Watch the teleport destination – occasionally, the player ends up inside a powder snow block.

Expected Result:
Teleportation should never target powder snow, since it is flagged as dangerous.

Actual Result:
The player sometimes teleports into powder snow, taking damage and being immobilized.
