Small fireballs pass through armor stands with the `NoGravity` NBT tag set to true

relates to MC-311294

unlike other creatures with the NoGravity applied, small fireballs don’t destroy armor stands and pass through them

Steps to reproduce:

1. summon an armor stand using /summon minecraft:armor_stand ~ ~ ~ {NoGravity:1b} command

2. use /execute at @n[type=minecraft:armor_stand] run summon minecraft:small_fireball ~-5 ~1 ~ {Motion:[0.5d,0d,0d]} command

Expected result:

the small fireball would destroy the armor stand like other non-living entities with the NoGravity applied

Actual result:

the small fireball pass through the armor stand
