value_check truncates inputs to ints, preventing float comparison in number providers and /compute

Number providers are expected to compare values using the minecraft:value_check predicate, as no other utility for comparing values is provided. Number providers are clearly designed to support floats, propagating precise values through every provider type and math operation without issue, except that minecraft:conditional and minecraft:number_dispatcher have no way of comparing those precise values except truncating them to integers. This especially hampers the /compute command added in 26.3 snapshot 10, since a large part of its value is allowing non-integer math in commands without hacky manipulation of entity NBT.
