rain sound bug

all that happened is that i was just setting up a 1.7 server and then it started raining and i noticed that the rain was not making a sound at all and i went to different blocks and noticed it only makes the sound on the water... i switched to all 3 game modes (survival,creative and adventure modes) and i had the same result... please fix this its kind of annoying
