In the debug mode world, the first block is sometimes invisible or missing.

Description

Environment Tested: Minecraft [Insert Version, e.g., 1.21.1 or 26w08a] / Singleplayer

Steps to Reproduce:

1. Go to the Singleplayer menu and click Create New World.

2. Change the world type to Debug Mode (Hold Shift while cycling through world types).

3. Create and enter the world.

4. Teleport or travel to coordinates /tp @s 1 70 1.

Expected Result:
A complete, uniform grid of every block state in the game, ending with a single column of empty spaces. The space at 1 70 1 should contain its assigned block.

Actual Result:
The block at coordinates 1 70 1 is completely missing from the grid.
