Placing shelves incorrectly triggers a game event of frequency 10

Normally, placing any block or fluid triggers frequency 13, but placing a shelf additionally triggers frequency 10, which normally only detects Activate, Block Attach, Prime Fuse, and Note Block Play. This is highly abnormal, and the only known block that does this so it is inconsistent with all other placeable blocks in-game.

Steps to reproduce:

  1. Place two calibrated sculk sensors.

  2. Point a comparator into both and provide them with a signal strength of 10 (this is most easily achieved with a lectern and a written book with 15 pages open on page 10 and 13) for block activation, and the other with 13 for block placement.

  3. Place a shelf.

Observed behavior: Upon placing the shelf, both frequencies 10 and 13 are triggered.

Expected behavior: For any given action, only one sculk sensor signal should trigger. The shelf triggering two is inconsistent with all other behaviors, but more importantly, frequency 10 doesn't make sense, as placing, for example, a chiseled bookshelf, a piston, or any other block only triggers frequency 13 for block placing. It would make sense for the shelf to only trigger 13 and not 10.
