Undead mobs burn even during rain when under non-full blocks

relates to MC-310102

if an undead mob is hidden under a non-full block during rain, the undead mob will catch on fire

examples of blocks that cause this issue:

• trapdoors

• glass panes

• fences

• pressure plates

• lightning rods

• barriers (since MC-311880 got marked as duplicate of this report)

Note: undead mobs are catching on fire randomly and are not burning constantly while being hidden under a non-full block
