Goat horn sound ranges are inconsistent when played with commands

Description:

When played with /playsound, the goat horn sound item.goat_horn.sound.3 has a greater range than the others.

Steps to reproduce:

1. Run the command /playsound minecraft:item.goat_horn.sound.0.

1. While the sound is playing, move away from the spot where you played it.

1. Notice that the sound fades out very fast with distance.

1. Run the command /playsound minecraft:item.goat_horn.sound.3 and move away like before.

1. Notice that this sound doesn't fade out with distance.

Expected Result:

The sounds would have a consistent range.

Actual Result:

The two goat horn sounds have different ranges.
