Skeletons do not take damage when the Freezing effect is applied

Steps to reproduce:

1. Open a new world

2. Summon a skeleton using the Skeleton Spawn Egg

3. Throw a Splash Potion of Freezing at the Skeleton

Expected result:

The Skeleton takes freezing damage

Actual result:

The Skeleton does not take freezing damage
