Expected Result:
Strings would be unambiguous and grammatically correct.
Actual Result:
Some strings have ambiguous meaning, and some strings are grammatically incorrect.
Reasoning: (Example)
“This player can't be reported because their skin can't be verified.” has two possible interpretations.
This player’s skin can’t be verified. As a result, they cannot be reported.
An unverifiable skin is not a valid reason to report this player.
A comma separating these clauses enforces the first interpretation.

After consideration, the issue is being closed as Working as Intended.
Please note, that mechanics of the game may change between updates.
Things such as graphics, sounds, world creation, biomes, redstone, villagers, and animals may not work the same in current versions.

gui.socialInteractions.tooltip.report.not_reportablewas changed in 26.4 Snapshot 3 to remove the comma, which I believe is the correct and most consistent approach. It was a change made without a bug report, and it removed the unnecessary comma since it is not needed. Re-adding the commas within the said strings seems wrong. I can confirm this behavior nonetheless, but I’m pretty sure the common practice in this context is to exclude the comma unless it’s absolutely necessary.
