Screen tearing and miscolored pixels with Vulkan on specific devices

When Vulkan is enabled it is very glitchy when turning the camera, see video. This only happens on specific devices, the only one I've been able to test is the steam deck

Open a world and move the camera with Vulkan enabled on an affected device.
