Minecarts affected by flowing water in waterlogged blocks are not always given the correct velocity

When minecarts are intersecting with waterlogged blocks that contain flowing water, in some situations they fail to climb rails. This is seems to be an issue with the minecart intersecting with two waterlogged blocks with water flowing in opposite directions, seemingly only occurring when the minecart is trying to climb towards the east direction.

Steps to reproduce

  1. Create the structure shown in the screenshot that has the copper grates, where the sloped rail is raised on the east side (screenshot taken facing south). The copper grates can be replaced with mangrove roots for the same result, and the top copper grate can be replaced with leaves for the same result.

  2. Place a minecart on the sloped rail

Expected result

The minecart climbs the sloped rail.

Observed result

The minecart fails to climb and is stuck, bobbing back and forth slightly

This appears to have been introduced somewhere between 1.21.10 and 26.2. Waterlogged copper grates only work properly with minecarts in very recent snapshots thanks to a recent bug fix.
