It is possible to equip a baby skeleton horse with a saddle by simply rightclicking it while holding a saddle. I assume this is unintentional, as there is no texture for a saddled baby skeleton horse and this being unique to skeleton horses. All other types of AbstractHorse (including zombie horses) do not have this behaviour.
The same thing also applies to ordinary baby horses with Tame flag set to 1.
