The "How Did We Get Here?" advancement doesn't require the freezing effect

The Bug:

The "How Did We Get Here?" advancement doesn't require the freezing effect.

The description of this advancement is "Have every effect applied at the same time". The freezing effect was added in 26.4 Snapshot 3 but the advancement can be completed without it.

Steps to Reproduce:

1. Open the 26.4 Snapshot 3 jar file and locate the data/minecraft/advancement/nether/all_effects.json file.

2. Observe if the freezing effect is listed within the effects that the advancement requires.

Observed Behavior:

The freezing effect isn't listed, so the advancement doesn't require it.

Expected Behavior:

The freezing effect would be listed, so the advancement would require it.
