Lily pads cannot be placed on brittle ice

The Bug:

Lily pads cannot be placed on brittle ice.

This is an issue because a lily pad placed above water will pop off and be destroyed if nearby blue ice turns the said supporting water into brittle ice.

Steps to Reproduce:

1. Place down some brittle ice.

2. Attempt to place a lily pad on the brittle ice.

Observed Behavior:

Lily pads cannot be placed on brittle ice.

Expected Behavior:

Lily pads would be able to be placed on brittle ice.
