Ice caves are not part of the `#stronghold_biased_to` biome tag

The Bug:

Ice caves are not part of the stronghold_biased_to biome tag.

When the world places strongholds, it nudges each one toward a list of preferred biomes. Dripstone caves, lush caves and sulfur caves are on that list, but ice caves are not.

Steps to Reproduce:

1. Open the 26.4 Snapshot 4 jar file and locate the data/minecraft/tags/worldgen/biome/stronghold_biased_to.json file.

2. Observe if ice caves are listed among the cave biomes.

Observed Behavior:

The biome tag stronghold_biased_to lists dripstone, lush and sulfur caves but not ice caves.

Expected Behavior:

The tag would list ice caves too.
