Tuff blobs y0-3 not placing deepslate ore after 26.2

Since tuff was changed to have different variants based on height, less deepslate ores have generated. If it was changed to generate deepslate ores below y4 it would be the same as before.

To Prove:

1. Load world with seed -4687222179658720061 in 26.1.2

2. Enter command “/tp @s -1004 2 80”

3. Notice that the ore is deepslate

4. Load same seed in 26.2/3

5. Enter the command again and find stone ore in tuff

In 26.4 snapshots this still happens but the ore spawning has changed, there are 2 other ore veins in the tuff blob now that are stone and deepslate as they pass into -y
