Red shrubs are not part of the `replaceable_by_trees` block tag, unlike other foliage

The Bug:

Red shrubs are not part of the replaceable_by_trees block tag, unlike other foliage.

This means red shrubs can prevent the growth of trees, which is very like unintentional since other foliage blocks do not have this issue (because those other blocks correctly have the replaceable_by_trees block tag).

Steps to Reproduce:

1. Open the 26.4 Snapshot 4 jar file and locate the data/minecraft/tags/block/replaceable_by_trees.json file.

2. Observe if red shrubs are listed.

Observed Behavior:

The block tag replaceable_by_trees does not list red shrubs.

Expected Behavior:

The tag would list red shrubs.
