Mobs can spawn on honey blocks

The Bug:

Mobs can spawn on honey blocks.

Mobs cannot spawn on honey blocks in 26.3.

Steps to Reproduce:

1. Create a superflat world with the preset provided below.

   minecraft:bedrock,2*minecraft:dirt,minecraft:honey_block;minecraft:plains

2. Set the time to midnight by using the command provided below.

   /time set midnight

3. Wait for about a minute.

4. Observe if any mobs spawn on the honey blocks.

Observed Behavior:

Mobs can spawn on honey blocks.

Expected Behavior:

Mobs would not be able to spawn on honey blocks, like in 26.3.
