Carving pumpkins drops pumpkin seeds when the `block_drops` game rule is set to false

The Bug:

Carving pumpkins drops pumpkin seeds when the block_drops game rule is set to false.

Harvesting items from blocks, such as picking sweet berries or glow berries, shearing beehives and bee nests, and tilling rooted dirt, drops nothing when the block_drops game rule is set to false. Carving a pumpkin with shears still drops pumpkin seeds, therefore introducing an inconsistency.

Steps to Reproduce:

1. Set the block_drops game rule to false by using the command provided below.

   /gamerule minecraft:block_drops false

2. Place down a pumpkin, and use shears on it.

3. Observe if pumpkin seeds drop.

Observed Behavior:

Carving a pumpkin drops pumpkin seeds when the block_drops game rule is set to false.

Expected Behavior:

Carving a pumpkin would drop no seeds when the block_drops game rule is set to false.
