Item frames and glow item frames can be placed outside of the world border by placing them against blocks within the world border, unlike paintings

The Bug:

Item frames and glow item frames can be placed outside of the world border by placing them against blocks within the world border, unlike paintings.

Paintings can't be placed outside of the world border, and neither could item frames and glow item frames in 26.4 Snapshot 4. However, item frames and glow item frames can now be placed on the side of a block that faces out of the world border, while a painting still can't be placed in the same spot, therefore introducing an inconsistency.

Steps to Reproduce:

  1. Create a new superflat world.

  2. Set the size of the world border to 6 by using the command provided below.

    /worldborder set 6
  3. Place down a stone block next to the edge of the world border, and teleport outside of the world border facing it by using the commands provided below.

    /setblock 2 -60 0 minecraft:stone
    /tp @s 4.5 -60 0.5 90 35
  4. Obtain a painting and an item frame, and try to place both of them on the side of the stone block that faces you.

  5. Observe if the item frame is placed while the painting isn't.

Observed Behavior:

Item frames and glow item frames can be placed outside of the world border.

Expected Behavior:

Item frames and glow item frames would not be placed outside of the world border, matching the behavior of paintings.
