Sculk sensors are no longer activated when attaching leads to mobs

The Bug:

Sculk sensors are no longer activated when attaching leads to mobs.

Attaching a lead to a mob doesn't create a vibration, so nearby sculk sensors don't activate. This was fixed in 23w06a (MC-210715) but has come back.

Steps to Reproduce:

1. Obtain a lead and place down a sculk sensor.

2. Summon a pig by using the command provided below.

   /summon minecraft:pig ~ ~ ~ {NoAI:1b}

3. Without moving, attach the lead to the pig.

4. Observe if the sculk sensor activates.

Observed Behavior:

Sculk sensors aren’t activated.

Expected Behavior:

Sculk sensors would be activated.
