Using Bone Meal on saplings will trigger items in offhand.

Short description of the issue

When using Bone Meal on a sapling, the item in the offhand is triggered/used even if the Bone Meal is not depleted and the sapling does not grow into a tree. For example, holding a block in the offhand and 64 Bone Meals in the main hand, using Bone Meal on a sapling will grow the sapling and place a block, while the Bone Meal stack still has 63 remaining.

Steps to reproduce the issue

  1. Start a world.

  2. Put a stack of 64 Bone Meals in the main hand.

  3. Put a placeable block (e.g., dirt, log) in the offhand.

  4. Place a sapling on valid ground.

  5. Aim at the sapling and interact with the Bone Meals.

  6. Observe the sapling growth, the Bone Meal count, and whether the offhand block is placed.

Expected result

Using Bone Meal on a sapling should only consume one Bone Meal and attempt to advance the sapling's growth stage. The offhand item should not be used or triggered during this action. If the sapling does not grow (or even if it does), the offhand block should remain in the offhand and should not be placed.

Actual result

Using Bone Meal on the sapling both advances the sapling's growth and triggers the offhand item, placing the offhand block in the world. The offhand item is used even though the Bone Meal was not depleted and the action should have been fully handled by the main-hand Bone Meal.
