Vindicators and Evokers don't drop Ominous Bottles as Raid Captains

The Bug:

Vindicators and Evokers, when they are Raid Captains (wearing ominous banners) do not drop Ominous Bottles, unlike Pillagers and the unused Illusioners. Note: Yes this even happens outside of an active raid, and this bug has been ever since 1.21 came out, when Ominous Bottles were introduced. Vindicators and Evokers used to be able to give the Bad Omen effect required for starting raids since 1.14.

Steps to Reproduce:

1. Summon a vindicator/evoker with an ominous banner outside of an ongoing raid, or capture an evoker/vindicator raid captain, then lose/time out the raid, or just simply drag them far enough from the raided village.

2. Kill them with a player’s/tamed wolves' attack.

Observed Behavior:

The Illagers drop their regular drops, plus an Ominous Banner, but nothing else.

Expected Behavior:

The Illagers drop their regular drops, plus an Ominous Banner, and the Ominous Bottle.
