Tall drass generates on sand
What I expected to happen was...:
There is no tall grass on sand.
What actually happened was...:
There is tall grass.
Steps to Reproduce:
1. If this bug is in savanna only, you need to find one.
2. Find a lake.
3. Tall grass will be on sand
