Splash Potions inconsistently snap their particle positions which can put particles inside blocks

Splash potions thrown at side faces of solid blocks will always try to snap their particle spawning position by rounding up. Sometimes this will lead to particles spawning inside of the target block, and sometimes in front of it.

This only happens if the targeted block face is closer to positive coordinates, suggesting that it always rounds up the coordinate rather than actually finding the closest position.
