The Bug:

Failed "/effect" commands report applying zero effects instead of specifying the appropriate value.

Steps to Reproduce:

1. Give yourself the speed effect and then a stronger variant of it by using the commands provided below.

   /effect give @s minecraft:speed 600 1

   /effect give @s minecraft:speed 1 0

2. Read the failure message.

Observed Behavior:

The message says "Unable to apply 0 effect(s)".

Expected Behavior:

The failure message would identify that appropriate number of supplied effects.
