Gamerules are completely ignored when creating a debug world

After creating a debug world and adjusting gamerules, they are all reset to defaults when the world loads.

How to reproduce the issue:

  1. Create a new world with the "Debug Mode" World Type

    • Holt Alt when cycling world presets

    • Change some of the default gamerules (example: spectators_generate_chunks, spawn_wardens, water_source_conversion)

  1. Check the gamerules through World Options

Actual result:

All of the gamerules have been reset to the debug default.

Expected Result:

When creating a debug world, gamerules will be set to default including the debug values for minecraft:advance_time, minecraft:advance_weather, minecraft:spawn_wandering_traders, minecraft:tnt_explodes. You can change them during world creation and they will stay with that setting. If you adjust the gamerules before toggling to debug mode, only the debug-different gamerules will be changed to default.
