[MC-3251] Fire Aspect still does damage when PvP is off.

Fire aspect still lights the player on fire even when PvP is off. Steps to reproduce:
1.Be on SMP.
2.Have PvP off.
3.Hit your buddy with a fire aspect sword.

I have not been able to reproduce this with a sword. Arrows however still do damage.

Are you on a Bukkit Server? Because I remember Bukkit patched it, I think. well, in that case it might be fixed.
