fireaspect broken

I was in my server running 13w39b and I was hit by my friend he was using a sword enchanted with fire aspect but when he hits me I don't get set on fire I take damage from the sword but I don't take fire damage or get set on fire if you attack a mob (cow,pig, ex) you get cooked pork or cooked steak but they don't get set on fire either
