Minecraft water particles

actually it's both in creative ad survival. I'm falling at the edge of a block adjacent to water stream and blue particles come of my feet I know it's regular on any other block(It's the new particle effect when you fall).
I don't know if it is meant to be. but it makes no sence since I didn't land on the water itself.
