[MC-33162] enderman zombie skeltons spawnaying in the day not under any thing

What I expected to happen was...:
only peaceful mobs during day!!!!!!!!!!!!!!!!!!!!!

What actually happened was...:
i set time to day and then zombies enderman skeltons spawned

Steps to Reproduce:
1. Put a step by step guide on how to trigger the bug here
2. ...set time to night
3. ...then right after set time to day

I think the reporter may have mobs simply left over from the night,seeing as one of his other "bugs" was not being able to leash hostile mobs.
