[MC-3437] Flowers/tall grass being placed on top of Gravel by the World Generator

How to reproduce:
1.Create a Superflat world with the overworld preset;
2.Find a village;
3.You will see Grass spawning on village's gravel track.

Note: Found Grass inside small houses of villages too (dirt floor), think this should not happen.
Note2: Made a quickly search with the keywords "gravel" and "grass" to see if someone else hasn't posted it yet and don't. Sorry if I still duplicated it.

Note that this isn't the grass block, rather the Tall Grass block. Other than that, try updating the block by placing a block next to it and see what happens.

Please provide the seed, the flatland config string and the coordinates

Superflat, Overworld preset (no changes), seed was "SeedMe" (or the number as per screenshot)

Notice the grass towards the bottom of the screenshot as well as the seeds of the grass further along the path where it poppsed out.

Edit: Flew around the village a bit, came back and grass on gravel was gone. No seeds left either.
