[MC-3480] superflat generating air

If I create a new world (superflat) with only one layer: air, and remove all things like: village, stronghold etc, and click on generate, it generates villages! But I removed it!

If this bug has been fixed, then the resolution should be "fixed" not "cannot reproduce", since the bug was confirmed originally.
