13w41a vanilla server, no mods, when the server is turned on it still will act like it's off, massive lag, no logs. Can Still log in and play the game but the rain won't stop until the server is reset

it does the same thing when I start a server on my desktop as localhost, no log created, no text in the server window, nothing.... I think this is why the online server acts like the server isn't online...
