Strange.
Strings are translated at Crowdin Minecraft Translation Project by the community, but for commands.seed.usage there is no string to translate (probably hidden):
but

ko_KR.lang

commands.seed.usage=/시드

and

de_DE.lang

commands.seed.usage=/seed

But why that /seed command is still displayed as /시드 in Minecraft 1.7.2 release?
