Quarts block, slab, and stairs will change the rain into snow in any biome.
I was building and it started to rain and I had a square platform of quarts blocks and in that square it was snowing after removing one of the blocks and also adding a block, the weather above the block removed and changed to rain the added one changed the rain to snow.
I am glad to help and will report any other bugs found.

I have also cheeked and iron block and white wool does the same thing. I understand why it does it, the rain is programed to snow above white blocks, rain above green and gray blocks, and cease to exist above pale blocks.
