Redstone clock causing rendering of the sky to blink

Rendering of the sky blinks if you stand by a redstone clock/blinking redstone repeaters.

What's the content of the command blocks ? time set 0 and time set 18000 ?

it is a tellraw command

but the second time i did went on the world the sky stopped blinking
