[MC-36152] Damage bar not loading

I Loaded My world From Minecraft 1.5.2 and the tools I used were "Full Health". The damage bar wasn't loading correctly. I Tried loading it in 1.5.2 and It worked fine, the damage bar was half.

It says in the change log the bug is fixed, but it isn't for me.
