When creating a new world or just playing an existing world in single player mode, everything goes smoothly until it gets to downloading terrain. It maxes out my CPU usage, and I have a quad core 4 GHz CPU. After it finally finishes, I can't get any drops from blocks that I break or open any containers except for the Inventory.

I have this problem as well. It only seems to occur when I'm working within a certain area of the map. If I exit minecraft from another location I don't have that issue. After force-closing minecraft a few times after getting stuck on the "Downloading terrain" map, I just let it run until something happened and minecraft crashed. I have uploaded the attached crash report.
I'm also having this error as well. Was in creative mode, and went to a part of my map. Returned to survival mode and tried to starting mining, but every time I tried to break a block, it restored almost immediately. I exited the game and tried to go back in, and now my screen is stuck on "Downloading Terrain." The screen will minimize, refresh, and return to "Downloading Terrain" but never gets past that point. I am not running a modded client, and this local, so I'm not running any plugins.
This should fix the Problem
According to your screenshot you have running a high resolution texture pack which implies a modded client.
This ticket is invalid as it relates to a modded or 3rd party client/server.
Any non-standard client/server build needs to be taken up with the appropriate team, not Mojang.
Any plugin issues need to be addressed to the plugin creator.
