Fishing rods do not enchant in an enchantment table when attempting low-level enchantments. When the rod is placed in the table, the available enchantments appear, but will not enchant or use up experience when one is selected.
Steps to Reproduce:
1. Place a fishing rod in an enchantment table, without any bookshelves.
2. Try to select an echantment
